About: 

UITP will organise its 7th Turkey National Public Transport Conference in Kayseri on 9 March 2017. The event will be centred on the theme of Formalisation and Reform of Public Transport. Presentations and discussions will be devoted to overview of issues central to reforming surface public transport, presents some successful examples from African cities and it will be platform for discussions for the way forward. The objective is to assist authorities, public transport operators and umbrella organisations representing individual operators to a new service and operations paradigm. The conference will be kindly hosted by Kayseri Metropolitan Municipality and Kayseri Ulaşım.

Mr. Arif EMECEN was born in Çankırı on 15 Feb, 1964. He graduated from the Electric Engineering Department of the Faculty of Engineering in Fırat University in 1986. He worked as operating engineer and control engineer at various organizations affiliated with TEDC (TEDAŞ) and SGETC (TEAŞ) between the years of 1986 and 1995. He worked as Operating Manager and Chief Manager at Ankaray Rail System Management in Ankara between the years of 1995 and 2000. During this duty, he got training on rail systems in Hamburg-Hochbahn-Germany. He served as Vice Director-General at Istanbul Ulaşım A.Ş. (Transportation Inc.) which conducts the management and maintenance works of Subway, Light Rail System and Tramway management of Istanbul Metropolitan Municipality between the years of 2000 and 2005. He served as Director for the Department of Transportation Planning and Rail Systems in Kayseri Metropolitan Municipality between the years of 2005 and 2014; during this duty, he completed the 3-staged, 35-km-long “KAYSERAY” Tramway Project which was granted many awards by national and international transportation authorities. In the same period, he served as Director-General at Kayseri Transportation Inc. for 6 years, which conducts Tramway management, maintenance and project works. Having started to serve as Secretary-General at Malatya Metropolitan Municipality as of June 2014, Arif EMECEN was appointed as the Director-General of IETT by the approval of Ministry of Interior on 20 May, 2016.
 
Alain Flausch, Secretary General, UITP, Belgium
Alain Flausch was elected Secretary General of the International Association of Public Transport (UITP) in September 2011 by the UITP Executive Board. From 2000 to 2011, as CEO of the STIB, the Brussels public transport operator, Mr Flausch led the STIB through an in-depth cultural change, conducting a complete renewal both of its commercial approach and corporate management, setting a new company culture where clients are at the very heart of the service provision. Since 1999, STIB ridership has more than doubled, and in June 2011 STIB received the ‘4-star Recognized for Excellence’ label awarded by the European Foundation for Quality Management (EFQM). Mr Flausch was President of UITP from 2009 to 2011. He was previously Chairman of the Finance & Commerce sub-committee of the UITP Metro Committee (2001-2009); he has also been a member of the UITP Executive and Policy Boards (2004-2009), an Executive Member of the UITP International Metro Committee (2001-2009), a Member of the Transport Management Committee (UITP) and Chairman of the Design & Culture Platform. Before 2000, Mr Flausch was active as top manager in Telecoms and the Chemical industry. He was a practicing attorney at the Brussels Bar during the seventies.
 
Jérôme Pourbaix, Director of Regional Services and Offices, UITP, Belgium
Mr. Pourbaix was born in 1974, currently based in Belgium's capital Brussels. He started studying sociology in University of Louvain in 1994, during his sociology studies in Belgium he attended Essex Summer School where he had depth knowledge on Social Science Data Analysis and Collection at University of Essex, England in 1997. Mr. Pourbaix received his degree in 1999 with a grand distinction. As a believer of continuous improvement, he continued studying and he has received postgraduate degree in Communications and Technology in 2000 from Brunel University, United Kingdom. His professional career started at the European Commission at the same year at General Directorate for Information Society and worked in unit applications relating to transport sector where he researched road accidents and set up benchmarking framework for Traffic and Travel Information services. In 2001, he joined POLIS (European city network focusing on innovation for mobility) and was involved in monitoring of European transport and research policies, Managing internal and external communications as well as EU-funded projects. In 2011, He completed his academic qualifications with Transport Economics Course from School of the International Transport Economics Association at Royal Institute of Technology (KTH), Sweden. Since 2003, Mr. Pourbaix has been working at the International Association of Public Transport (UITP) where he started as manager and he continued with various leadership roles including Senior Transport Economist and Head of Policy and Outreach. Since September 2016 he is holding a position as Director of Regional Services and Offices at UITP. Mr. Pourbaix has vast experience in Public Transport some of which projects include the development of urban transport scenarios for 2025, urban mobility projects, coordination of International advocacy activities and scientific analysis of researches in his field. Mr. Pourbaix speaks English & Spanish and apart from his native language French, has knowledge of Dutch language. Mr. Pourbaix has particular interest in Middle Eastern culture and politics and he enjoys tightrope walking in his free time.
 
Dr. Caroline Fabianski, Manager, UITP, Belgium
Caroline is facilitating a community of transport authorities at UITP. She is passionate about cities and their organization and governance. An interest she developed 13 years ago when she lived in Istanbul. Since she has conducted several consulting assignments related to urban transport. She holds a master degree in Transport Economics from France and a PhD in Urban Planning and Project Management from University College London. 
 
Levent Fidansoy, General Manager, Burulaş, Bursa, Turkey
Levent Fidansoy was born in 1952 in Bursa. The elementary scholarships and high school education, was completed in  Bursa  Completing a degree in Industrial Engineering (M.Sc )University Business Administration(B.A) has been in İstanbul. He  working at the automotive industry since 1973, at the planing Manager, sales manager and general coordinator and general manager position different companies. After the 2009 elections Fidansoy In addition to the existing job was adviser to the Lord Mayor, Mr. Recep Altepe. In 2011 became CEO and general manager at Burulas transportation company Burulas are main public mass transport company of city of Bursa , belongs to Metroplitan Municipality.Daily  number of passangers  more than  600,000.He is married and has two children.
 
Onur Orhon, Secretary General, Turkish Individual Owned Bus Operators Association, Turkey
Onur Orhon was born in 1954, in Istanbul. He worked for Municipality of Istanbul(1979-1985), for Marmaray Project Group(1985), for Union of Municipalities of Marmara (1987-1992), for Ozulas Transportation Company(1992-2007). Now he is currently Secretary General as TÖHOB since 2006.
 
Salih Kumbar, Head of Public Transportation Department, Kocaeli Metropolitan Municipality, Turkey
Salih KUMBAR is a graduate of Anadolu University Faculty of Economics Department of Public Administration. He has a master’s degree from Institute of Science of Bahçeşehir University, on Urban Systems and Transportation Management. In 1996, he started working as a Mobility Officer in IETT General Directorate.  Later, he was promoted as Operations Chief position. Before leaving IETT after ten years, he was working as IETT Anatolian Region Deputy Director. In April 2007, he started to work as the Manager of Public Transportation Branch under Transportation Department in Kocaeli Metropolitan Municipality. After working as a manager for seven years, he became the first Department Head of Public Transportation, newly organized as a department in 2014. He is still working at the same position. He has published several articles and numerous studies about Public Transportation. As well, he has significant projects on Public Transportation Analyst Systems, passenger information and intelligent transportation systems.
 
Darko Skrbinsek, Consultant, FoT Consulting, Johannesburg, South Africa  
Darko Skrbinsek has gained wide experience in various transportation planning and traffic engineering studies. His involvement in transportation studies is devoted, amongst other things, to the design and preparation of travel surveys, the development and analysis of databases, transportation modelling at all planning levels, cost-benefit and feasibility analyses of transport projects, strategic planning exercises and debates, planning and implementation of toll roads. He has also been involved in the policy and business plan development aspects of the transportation planning process gaining experience in the interpretation of the relevant legislative requirements as well as the formulation of adequate strategies. Over the last decade Darko has been intimately engaged in the implementation of the Bus Rapid Transit (BRT) projects in South Africa. More specifically, in the City of Johannesburg, he has been playing a key role in providing technical support and advise to the traditional Minibus-taxi Industry leading them to sign the first BRT Bus Operating Contract in South Africa and the first formal engagement of the minibus-taxi operators into a major long-term commercial deal. Darko has been invited to deliver papers and presentations on the public transport transformation matters to a number of conferences and seminars in South Africa and internationally. 
Dr. İsmail Hakkı Acar, Consultant, Yuksel Proje, Turkey
Dr. Acar was born in 1947, in Istanbul, Turkey and he graduated from Istanbul Technical University, Civil Engineering Faculty in 1971. From 1977 to 1978, worked for Istanbul Municipality to prepare the first bus-way project for Istanbul. In 1990, assigned as the Head of Transportation Department of Istanbul Metropolitan Municipality responsible from Roads, Traffic and Transportation. From 1989 to 1999, lectured in Mimar Sinan University, Town and Regional Planning Department on traffic and transportation subjects, where got a second degree in City Planning, then followed by Ph. Degree. In 1999 and 2000, directed Izmir Metropolitan Municipality’s bus companies, ESHOT and IZULAS as General Director. From 2000 to 2004, worked as Assistant Secretary General in Izmir Metropolitan Municipality responsible from traffic and transportation, implemented the first integration project in Turkey between rail, sea and bus systems. Dr. Acar is now working in private sector as project manager for traffic and transport projects. He is honored by the Certificate of the International Union of Public Transport (UITP) “in recognition of exceptional services rendered to the development of public transport within the country and also in the world”. Dr. Acar has presented many papers at national and international levels.
 
Turgay Akkaya, Deputy General Manager, ESHOT, Izmir, Turkey
Mr. Akkaya was born in Izmir on 15 October 1958. He completed his elementary and high school in Izmir. He received his degree from the School of Business Administration at Anadolu University in Eskişehir. He started his career in 1976 and he took office in 1985 at Izmir Metropolitan Municipality. He serves as deputy general manager overall in charge of Bus Management, Information Technology, Transport Planning, Strategy Development, Human Resources and Training Departments at ESHOT General Directorate, Izmir.
 
Erdal Uygun, Director of Transportation Services, Edirne Municipality, Turkey
Erdal Uygun has been working at Edirne Municipality for twenty years. He studied Public Administration at Anadolu University in 2009, as his second bachelor’s level. He is the Director of Edirne Municipality Transportation Services since 2010 and the Vice-President of Transportation Commission at TBB (Union of Municipalities of Turkey) since 2013. Mr. Uygun has two bachelor’s and two master’s degrees. He holds a master degree from Bahcesehir University in the area of Urban Systems & Transportation Management from 2012. His thesis subject was ‘Evaluation of Public Transport Roles and Responsibilities of Local Governments with Special Reference to the Case of Edirne’. Mr. Uygun started the Project;  Optimization of Public Transport in Edirne. At the end of six years 224 minibus owners get involved to the new public transport system.  He wrote two articles about Public Transport in Municipalities, and published them in TBB Journals in November 2014 and May 2015.
 
Hakan Giyik, Chairman of the Board, ETUS, Edirne, Turkey
 
Mr. Giyik, born in 1980, has started working in his native city Edirne from a young age and joined the sector as an assistant in his father’s bus which belonged to Serhad Cooperative ETUS (Edirne Public Transport System). After some years Mr. Giyik developed himself and became a bus driver.  He worked his way up and got elected in 2012 to be the chairman of the board at ETUS. Additionally, Mr. Giyik is a member of the Edirne municipal legislative body and he has vast experience over 14 years in public transport industry which helps and adds value to city of Edirne.
 
Wan Md Hazlin Agyl Bin Wan Hassan, Head of Taxi Policy , SPAD, Kuala Lumpur, Malaysia
 
As the Head of Taxi Policy, Agyl was instrumental in leading and overseeing the taxi industry and regulatory transformation in Malaysia through the Taxi Industry Transformation Programme which include regulating ridesharing/ e-Hailing applications and operations. With background in urban and transport planning, Agyl has been with the Land Public Transport Commission (SPAD) for the past five years focusing on operation special projects.
 
C.K. Goyal, Associate Vice President, Delhi Integrated Multi-Modal Transit System (DIMTS), New Delhi, India 
 
Mr. C K Goyal is working as Associate Vice President (Road Transport) with Delhi Integrated Multi-Modal Transit System Limited. In his current role, he is responsible for managing and monitoring cluster services in Delhi. He was instrumental in designing of in-house ITS application for contract management and procurement of low floor buses in Delhi. Further, he is working on various international projects including BRT corridor in Addis Ababa, Ethiopia and revamping bus transport system in Kabul, Afghanistan.  Prior to DIMTS, he has severed in Delhi Transport Corporation for more than 22 years at various levels. He has expertise in the areas of transaction advisory, operation management, new technology including hybrid and electric buses, BRTs planning, as well as, ITS. He has completed his B.Tech (Mechanical Engineering) from Delhi College of Engineering.
 
Erhan ÖNCÜ, Transportation Planner, U-Art, Turkey
Mr. Oncu has been working in the transportation planning sector for over forty years including ten years in public sector, for the Turkish State Railways and the Ministry of Housing and Planning while he taught at two universities on part-time basis. He worked for international transport planning consultancy firms for major national transport projects such as Marmaray, Istanbul Metro (M1) and Ankara Peripheral Motorway after 1985. He continued his services with his own consultancy firm after 1991 participating in many major transportation projects at urban, regional and national levels including metro and light rail systems, bus and minibus restructuring, transport master plans. He also served as “transportation consultant” for two metropolitan mayors (İzmir and Antalya) for eight years. He is currently working as transport master plan consultant for Muğla, a conurbation with largest tourism centers of Turkey with over 3000 individually operated minibuses being restructured.
 
Abdullah KESKİN, Transportation Planning Manager, Şanlıurfa Metropolitan Municipality, Turkey
Mr. Abdullah KESKİN was born in Şanlıurfa, Turkey and comes from a family of civil servants. He studied Electricity and graduated from Harran University but even after graduating he continues studying different subjects and worked at the same time. He holds Archaeology degree as well. He took part in management roles in many areas for leading organisations such as TV-Radio News, Media Press, Newspaper Distribution, Advertising Agency and Telecommunications Company. In 1999 he was awarded by a newspaper as one of the best people in sector. He worked in projects such as treatment plant in the public Sector and worked in various departments including Information Technologies, City Information Systems and Tendering Commission at Şanlıurfa Metropolitan Municipality where he has been working in as transportation planning Manager for a long time. Mr. Keskin is member of Transportation Commission at the Union of Municipalities of Turkey and he holds management role at the Public Bus Operators Association. He continues to solve the city’s public transport problems by projects which have innovative approach and studies. He has helped his organisation to win many awards including first NFC utilisation in public transport system in Turkey. 
 
Kaan YILDIZGÖZ, Training Director, UITP, Belgium
Kaan Yıldızgöz based in Brussels at UITP Headquarters working as Training Director with the responsibility of all capacity building activities of the association. Mr Yildizgoz lectured in more than 25 different countries and organised training programmes in 40 countries with participants from 90 countries under UITP. Kaan Yıldızgöz worked as Senior Manager of UITP Middle East and North Africa Centre for Transport Excellence in Dubai, Customer Loyalty & CRM Director of Turkish Airlines, Quality & Corporate Development Director and Advisor to General Manager in Metro Istanbul. Kaan Yıldızgöz involved several consultancy projects with his consulting firms Urbanfra in Turkey and Mosaic International in Dubai. He worked for consultancy projects for organisations like B&H (Bosnia and Herzegovina) Airlines, Iraq Ministry of Transportation, IETT Istanbul, Istanbul Metropolitan Municipality, Kayseri Ulaşım etc. Kaan Yıldızgöz was member of Star Alliance Loyalty Strategy Committee and Training Advisory Board of International Road Union (IRU). Kaan Yıldızgöz lectured as part time teaching staff between 2010-2012 at Istanbul and Bahcesehir Universities and he was guest lecturer at Ecole Polytechnique Fédérale de Lausanne and Oxford University. Kaan Yıldızgöz is the first student of Istanbul Technical University who graduated in 2.5 years from 4 years long Management Engineering Programme. He also holds a masters degree from Marmara University in the area of International Business Administration and completed "Infrastructure in a Market Economy: Public Private Partnerships" Executive Education Programme of Harvard University.  Mr Yildizgoz has his Phd studies on New Mobility Services at Istanbul Sabahattin Zaim University.
 
Alpay KILIÇKAYA, Transportation Manager, Izmir Union of Chamber of Merchants' and Craftsmen Chambers (IESOB)
 
Mr. Kılıçkaya was born in Ankara in 1982. He has taken many positions since 1998 at the Izmir Union of Merchants' and Craftsmen's Chambers (IESOB) and from 2005 onwards he is in Public Transport Department as Transportation Manager. Mr. Kılıçkaya has taken active role in the Izmir Metropolitan Municipality’s preparation for public policies of transport such as student transportation & para-transit policy. Taxi, Mini & Midi-bus policy as well as highway public transport fundamentals policy. He was nominated by Izmir Union of Merchants' and Craftsmen's Chambers (IESOB) to monitor the integration process of the individual owners who has public transport buses and routes. Mr. Kılıçkaya also managed the UITP Turkey conference organisation in 2013 hosted by IESOB. Mr. Kılıçkaya is preparing innovative projects studies on passenger transport to improve and add value to city of Izmir. He is also member of Izmir Metropolitan Municipality’s Transport Coordination Center where the policies of freight and passenger transport is determined city wide.
 
 
 

Programme: 

In the absence of accessible formal PT services, informal transport remains predominant especially in developing countries and constitutes the main means of motorized trips for most of citizens. Informal transport is firmly entrenched in developing countries, often accounting for over half of all motorized trips. Although it provides essential benefits to the citizens in terms of mobility and livelihoods, informal transport generates a number of economic, social and environmental externalities. A significant challenge is to balance the efficiency and social equity aspects of informal transport, i.e. to achieve the social benefits of free market services without exceeding social costs. This session will be platform of discussions on the current situation regarding the role of informal transport and best practices for the formalisation of informal transport.

(Transportation Inc.) which conducts the management and maintenance works of Subway, Light Rail System and Tramway management of Istanbul Metropolitan Municipality between the years of 2000 and 2005. He served as Director for the Department of Transportation Planning and Rail Systems in Kayseri Metropolitan Municipality between the years of 2005 and 2014; during this duty, he completed the 3-staged, 35-km-long “KAYSERAY” Tramway Project which was granted many awards by national and international transportation authorities. In the same period, he served as Director-General at Kayseri Transportation Inc. for 6 years, which conducts Tramway management, maintenance and project works. Having started to serve as Secretary-General at Malatya Metropolitan Municipality as of June 2014, Arif EMECEN was appointed as the Director-General of IETT by the approval of Ministry of Interior on 20 May, 2016.
 
Alain Flausch, Secretary General, UITP, Belgium
Alain Flausch was elected Secretary General of the International Association of Public Transport (UITP) in September 2011 by the UITP Executive Board. From 2000 to 2011, as CEO of the STIB, the Brussels public transport operator, Mr Flausch led the STIB through an in-depth cultural change, conducting a complete renewal both of its commercial approach and corporate management, setting a new company culture where clients are at the very heart of the service provision. Since 1999, STIB ridership has more than doubled, and in June 2011 STIB received the ‘4-star Recognized for Excellence’ label awarded by the European Foundation for Quality Management (EFQM). Mr Flausch was President of UITP from 2009 to 2011. He was previously Chairman of the Finance & Commerce sub-committee of the UITP Metro Committee (2001-2009); he has also been a member of the UITP Executive and Policy Boards (2004-2009), an Executive Member of the UITP International Metro Committee (2001-2009), a Member of the Transport Management Committee (UITP) and Chairman of the Design & Culture Platform. Before 2000, Mr Flausch was active as top manager in Telecoms and the Chemical industry. He was a practicing attorney at the Brussels Bar during the seventies.
 
Jérôme Pourbaix, Director of Regional Services and Offices, UITP, Belgium
Mr. Pourbaix was born in 1974, currently based in Belgium's capital Brussels. He started studying sociology in University of Louvain in 1994, during his sociology studies in Belgium he attended Essex Summer School where he had depth knowledge on Social Science Data Analysis and Collection at University of Essex, England in 1997. Mr. Pourbaix received his degree in 1999 with a grand distinction. As a believer of continuous improvement, he continued studying and he has received postgraduate degree in Communications and Technology in 2000 from Brunel University, United Kingdom. His professional career started at the European Commission at the same year at General Directorate for Information Society and worked in unit applications relating to transport sector where he researched road accidents and set up benchmarking framework for Traffic and Travel Information services. In 2001, he joined POLIS (European city network focusing on innovation for mobility) and was involved in monitoring of European transport and research policies, Managing internal and external communications as well as EU-funded projects. In 2011, He completed his academic qualifications with Transport Economics Course from School of the International Transport Economics Association at Royal Institute of Technology (KTH), Sweden. Since 2003, Mr. Pourbaix has been working at the International Association of Public Transport (UITP) where he started as manager and he continued with various leadership roles including Senior Transport Economist and Head of Policy and Outreach. Since September 2016 he is holding a position as Director of Regional Services and Offices at UITP. Mr. Pourbaix has vast experience in Public Transport some of which projects include the development of urban transport scenarios for 2025, urban mobility projects, coordination of International advocacy activities and scientific analysis of researches in his field. Mr. Pourbaix speaks English & Spanish and apart from his native language French, has knowledge of Dutch language. Mr. Pourbaix has particular interest in Middle Eastern culture and politics and he enjoys tightrope walking in his free time.
 
Dr. Caroline Fabianski, Manager, UITP, Belgium
Caroline is facilitating a community of transport authorities at UITP. She is passionate about cities and their organization and governance. An interest she developed 13 years ago when she lived in Istanbul. Since she has conducted several consulting assignments related to urban transport. She holds a master degree in Transport Economics from France and a PhD in Urban Planning and Project Management from University College London. 
 
Levent Fidansoy, General Manager, Burulaş, Bursa, Turkey
Levent Fidansoy was born in 1952 in Bursa. The elementary scholarships and high school education, was completed in  Bursa  Completing a degree in Industrial Engineering (M.Sc )University Business Administration(B.A) has been in İstanbul. He  working at the automotive industry since 1973, at the planing Manager, sales manager and general coordinator and general manager position different companies. After the 2009 elections Fidansoy In addition to the existing job was adviser to the Lord Mayor, Mr. Recep Altepe. In 2011 became CEO and general manager at Burulas transportation company Burulas are main public mass transport company of city of Bursa , belongs to Metroplitan Municipality.Daily  number of passangers  more than  600,000.He is married and has two children.
 
Onur Orhon, Secretary General, Turkish Individual Owned Bus Operators Association, Turkey
Onur Orhon was born in 1954, in Istanbul. He worked for Municipality of Istanbul(1979-1985), for Marmaray Project Group(1985), for Union of Municipalities of Marmara (1987-1992), for Ozulas Transportation Company(1992-2007). Now he is currently Secretary General as TÖHOB since 2006.
 
Salih Kumbar, Head of Public Transportation Department, Kocaeli Metropolitan Municipality, Turkey
Salih KUMBAR is a graduate of Anadolu University Faculty of Economics Department of Public Administration. He has a master’s degree from Institute of Science of Bahçeşehir University, on Urban Systems and Transportation Management. In 1996, he started working as a Mobility Officer in IETT General Directorate.  Later, he was promoted as Operations Chief position. Before leaving IETT after ten years, he was working as IETT Anatolian Region Deputy Director. In April 2007, he started to work as the Manager of Public Transportation Branch under Transportation Department in Kocaeli Metropolitan Municipality. After working as a manager for seven years, he became the first Department Head of Public Transportation, newly organized as a department in 2014. He is still working at the same position. He has published several articles and numerous studies about Public Transportation. As well, he has significant projects on Public Transportation Analyst Systems, passenger information and intelligent transportation systems.
 
Darko Skrbinsek, Consultant, FoT Consulting, Johannesburg, South Africa  
Darko Skrbinsek has gained wide experience in various transportation planning and traffic engineering studies. His involvement in transportation studies is devoted, amongst other things, to the design and preparation of travel surveys, the development and analysis of databases, transportation modelling at all planning levels, cost-benefit and feasibility analyses of transport projects, strategic planning exercises and debates, planning and implementation of toll roads. He has also been involved in the policy and business plan development aspects of the transportation planning process gaining experience in the interpretation of the relevant legislative requirements as well as the formulation of adequate strategies. Over the last decade Darko has been intimately engaged in the implementation of the Bus Rapid Transit (BRT) projects in South Africa. More specifically, in the City of Johannesburg, he has been playing a key role in providing technical support and advise to the traditional Minibus-taxi Industry leading them to sign the first BRT Bus Operating Contract in South Africa and the first formal engagement of the minibus-taxi operators into a major long-term commercial deal. Darko has been invited to deliver papers and presentations on the public transport transformation matters to a number of conferences and seminars in South Africa and internationally. 
Dr. İsmail Hakkı Acar, Consultant, Yuksel Proje, Turkey
Dr. Acar was born in 1947, in Istanbul, Turkey and he graduated from Istanbul Technical University, Civil Engineering Faculty in 1971. From 1977 to 1978, worked for Istanbul Municipality to prepare the first bus-way project for Istanbul. In 1990, assigned as the Head of Transportation Department of Istanbul Metropolitan Municipality responsible from Roads, Traffic and Transportation. From 1989 to 1999, lectured in Mimar Sinan University, Town and Regional Planning Department on traffic and transportation subjects, where got a second degree in City Planning, then followed by Ph. Degree. In 1999 and 2000, directed Izmir Metropolitan Municipality’s bus companies, ESHOT and IZULAS as General Director. From 2000 to 2004, worked as Assistant Secretary General in Izmir Metropolitan Municipality responsible from traffic and transportation, implemented the first integration project in Turkey between rail, sea and bus systems. Dr. Acar is now working in private sector as project manager for traffic and transport projects. He is honored by the Certificate of the International Union of Public Transport (UITP) “in recognition of exceptional services rendered to the development of public transport within the country and also in the world”. Dr. Acar has presented many papers at national and international levels.
 
Turgay Akkaya, Deputy General Manager, ESHOT, Izmir, Turkey
Mr. Akkaya was born in Izmir on 15 October 1958. He completed his elementary and high school in Izmir. He received his degree from the School of Business Administration at Anadolu University in Eskişehir. He started his career in 1976 and he took office in 1985 at Izmir Metropolitan Municipality. He serves as deputy general manager overall in charge of Bus Management, Information Technology, Transport Planning, Strategy Development, Human Resources and Training Departments at ESHOT General Directorate, Izmir.
 
Erdal Uygun, Director of Transportation Services, Edirne Municipality, Turkey
Erdal Uygun has been working at Edirne Municipality for twenty years. He studied Public Administration at Anadolu University in 2009, as his second bachelor’s level. He is the Director of Edirne Municipality Transportation Services since 2010 and the Vice-President of Transportation Commission at TBB (Union of Municipalities of Turkey) since 2013. Mr. Uygun has two bachelor’s and two master’s degrees. He holds a master degree from Bahcesehir University in the area of Urban Systems & Transportation Management from 2012. His thesis subject was ‘Evaluation of Public Transport Roles and Responsibilities of Local Governments with Special Reference to the Case of Edirne’. Mr. Uygun started the Project;  Optimization of Public Transport in Edirne. At the end of six years 224 minibus owners get involved to the new public transport system.  He wrote two articles about Public Transport in Municipalities, and published them in TBB Journals in November 2014 and May 2015.
 
Hakan Giyik, Chairman of the Board, ETUS, Edirne, Turkey
 
Mr. Giyik, born in 1980, has started working in his native city Edirne from a young age and joined the sector as an assistant in his father’s bus which belonged to Serhad Cooperative ETUS (Edirne Public Transport System). After some years Mr. Giyik developed himself and became a bus driver.  He worked his way up and got elected in 2012 to be the chairman of the board at ETUS. Additionally, Mr. Giyik is a member of the Edirne municipal legislative body and he has vast experience over 14 years in public transport industry which helps and adds value to city of Edirne.
 
Wan Md Hazlin Agyl Bin Wan Hassan, Head of Taxi Policy , SPAD, Kuala Lumpur, Malaysia
 
As the Head of Taxi Policy, Agyl was instrumental in leading and overseeing the taxi industry and regulatory transformation in Malaysia through the Taxi Industry Transformation Programme which include regulating ridesharing/ e-Hailing applications and operations. With background in urban and transport planning, Agyl has been with the Land Public Transport Commission (SPAD) for the past five years focusing on operation special projects.
 
C.K. Goyal, Associate Vice President, Delhi Integrated Multi-Modal Transit System (DIMTS), New Delhi, India 
 
Mr. C K Goyal is working as Associate Vice President (Road Transport) with Delhi Integrated Multi-Modal Transit System Limited. In his current role, he is responsible for managing and monitoring cluster services in Delhi. He was instrumental in designing of in-house ITS application for contract management and procurement of low floor buses in Delhi. Further, he is working on various international projects including BRT corridor in Addis Ababa, Ethiopia and revamping bus transport system in Kabul, Afghanistan.  Prior to DIMTS, he has severed in Delhi Transport Corporation for more than 22 years at various levels. He has expertise in the areas of transaction advisory, operation management, new technology including hybrid and electric buses, BRTs planning, as well as, ITS. He has completed his B.Tech (Mechanical Engineering) from Delhi College of Engineering.
 
Erhan ÖNCÜ, Transportation Planner, U-Art, Turkey
Mr. Oncu has been working in the transportation planning sector for over forty years including ten years in public sector, for the Turkish State Railways and the Ministry of Housing and Planning while he taught at two universities on part-time basis. He worked for international transport planning consultancy firms for major national transport projects such as Marmaray, Istanbul Metro (M1) and Ankara Peripheral Motorway after 1985. He continued his services with his own consultancy firm after 1991 participating in many major transportation projects at urban, regional and national levels including metro and light rail systems, bus and minibus restructuring, transport master plans. He also served as “transportation consultant” for two metropolitan mayors (İzmir and Antalya) for eight years. He is currently working as transport master plan consultant for Muğla, a conurbation with largest tourism centers of Turkey with over 3000 individually operated minibuses being restructured.
 
Abdullah KESKİN, Transportation Planning Manager, Şanlıurfa Metropolitan Municipality, Turkey
Mr. Abdullah KESKİN was born in Şanlıurfa, Turkey and comes from a family of civil servants. He studied Electricity and graduated from Harran University but even after graduating he continues studying different subjects and worked at the same time. He holds Archaeology degree as well. He took part in management roles in many areas for leading organisations such as TV-Radio News, Media Press, Newspaper Distribution, Advertising Agency and Telecommunications Company. In 1999 he was awarded by a newspaper as one of the best people in sector. He worked in projects such as treatment plant in the public Sector and worked in various departments including Information Technologies, City Information Systems and Tendering Commission at Şanlıurfa Metropolitan Municipality where he has been working in as transportation planning Manager for a long time. Mr. Keskin is member of Transportation Commission at the Union of Municipalities of Turkey and he holds management role at the Public Bus Operators Association. He continues to solve the city’s public transport problems by projects which have innovative approach and studies. He has helped his organisation to win many awards including first NFC utilisation in public transport system in Turkey. 
 
Kaan YILDIZGÖZ, Training Director, UITP, Belgium
Kaan Yıldızgöz based in Brussels at UITP Headquarters working as Training Director with the responsibility of all capacity building activities of the association. Mr Yildizgoz lectured in more than 25 different countries and organised training programmes in 40 countries with participants from 90 countries under UITP. Kaan Yıldızgöz worked as Senior Manager of UITP Middle East and North Africa Centre for Transport Excellence in Dubai, Customer Loyalty & CRM Director of Turkish Airlines, Quality & Corporate Development Director and Advisor to General Manager in Metro Istanbul. Kaan Yıldızgöz involved several consultancy projects with his consulting firms Urbanfra in Turkey and Mosaic International in Dubai. He worked for consultancy projects for organisations like B&H (Bosnia and Herzegovina) Airlines, Iraq Ministry of Transportation, IETT Istanbul, Istanbul Metropolitan Municipality, Kayseri Ulaşım etc. Kaan Yıldızgöz was member of Star Alliance Loyalty Strategy Committee and Training Advisory Board of International Road Union (IRU). Kaan Yıldızgöz lectured as part time teaching staff between 2010-2012 at Istanbul and Bahcesehir Universities and he was guest lecturer at Ecole Polytechnique Fédérale de Lausanne and Oxford University. Kaan Yıldızgöz is the first student of Istanbul Technical University who graduated in 2.5 years from 4 years long Management Engineering Programme. He also holds a masters degree from Marmara University in the area of International Business Administration and completed "Infrastructure in a Market Economy: Public Private Partnerships" Executive Education Programme of Harvard University.  Mr Yildizgoz has his Phd studies on New Mobility Services at Istanbul Sabahattin Zaim University.
 
Alpay KILIÇKAYA, Transportation Manager, Izmir Union of Chamber of Merchants' and Craftsmen Chambers (IESOB)
 
Mr. Kılıçkaya was born in Ankara in 1982. He has taken many positions since 1998 at the Izmir Union of Merchants' and Craftsmen's Chambers (IESOB) and from 2005 onwards he is in Public Transport Department as Transportation Manager. Mr. Kılıçkaya has taken active role in the Izmir Metropolitan Municipality’s preparation for public policies of transport such as student transportation & para-transit policy. Taxi, Mini & Midi-bus policy as well as highway public transport fundamentals policy. He was nominated by Izmir Union of Merchants' and Craftsmen's Chambers (IESOB) to monitor the integration process of the individual owners who has public transport buses and routes. Mr. Kılıçkaya also managed the UITP Turkey conference organisation in 2013 hosted by IESOB. Mr. Kılıçkaya is preparing innovative projects studies on passenger transport to improve and add value to city of Izmir. He is also member of Izmir Metropolitan Municipality’s Transport Coordination Center where the policies of freight and passenger transport is determined city wide.
